The aim of the research is to define the developmental and intellectual role of civil society organizations, with the NGOs as a model for implementation. This comes true through demonstrating the concept of NGOs, their role in development & the concept of intellectual security. The research used the descriptive approach. The research reveals that: The NGOs have a role in achieving cultural and political development by carrying out real and effective activities that contribute to the promotion of the cultural level of societies. They also play a role in achieving creative human development and achieving human security, which is considered a goal sought by all societies.
