Second Chance Learning in Egypt_ A Proposed Strategy in the Light of Global Trends

Access to a seat at basic education schools is considered as a human and constitutional right for every one of the compulsory age. In order to guarantee this right, all countries seek to harness all their human, material and organizational capacities. However, international and national reports indicate that many still leave school early due to drop out, retardation, or other specific factors relating to the child or the environment, and those who have not had the opportunity of Learning because of poverty, social habits, high densities or the distance.
The current research aims at highlighting alternative patterns of formal education; these patterns offer facilitated curricula, productive projects and a flexible curriculum that takes into account the circumstances of students and provides them with cash and in-kind benefits to attract them. Those who have not had the opportunity to learn will have the opportunity to learn again (2nd Chance) in these classes. These patterns include the second chance schools of the European Union, the community schools in Egypt, Colombia, China, the floating schools in Cambodia, the rural schools and the small schools in India. The present research presents the philosophy and structure of these models in order to conclude with learned lessons that help to improve the current status of these schools in Egypt.
To achieve the objectives of the research the analytical descriptive method was adopted with its methods and tools concerning the analysis of previous studies, the analysis of official documents and ministerial decisions, as well as classifying the actual status into quantitative, documentary and field ones.
In order to gather as much information as possible, an expert questionnaire was designed, A series of meetings and seminars were held with the General Administration of Community Education at the Ministry, as well as the specialists of the Department of Community Education at the Directorate of Education in Cairo and a number of academic experts in the faculties of education, leadership preparing center, Professional Academy for the teacher and the Center for Educational Research and the National Planning Institute.
In this way, an analysis of the situation, an assessment of the current situation, and the formulation of the proposed strategy were reached. The research concluded with the formulation of a philosophy, objectives and a proposed strategic vision to support and strengthen the institutions of the second chance teaching in Egypt, including schools and educational structures that differ from the regular education, with suggesting a set of requirements and mechanisms to achieve the proposed vision and the goals.
